Through the Office of Access, Opportunity & Achievement at Ithaca College, the mission of Higher Education Opportunity Program (HEOP) is to provide a comprehensive range of support services to students who, because of both academic and economic circumstances, would otherwise be unable to attend Ithaca College. These support services continue until graduation.

HEOP and its activities are supported in collaboration between Ithaca College and the New York State Education Department. For more info about HEOP, please refer to the New York State Education Department. 

This form flags prospective students for potential eligibility for HEOP admission to Ithaca College. It does NOT guarantee eligibility or admission to HEOP. It may be submitted by a counselor, student, or family member. All questions are about the student.
